"All of these banks have "exited" TARP. They have all diluted their shareholders and expended shareholder capital to pay the preferred dividends and pay other expenses associated with same. Yet post-dilution (on a dilution-adjusted basis) they are trading at or near (Citibank excepted!) where they were before it all went to hell."
