A few American commentators have proposed that the United States government extract equity from banks as a price for their rescue. But it does not seem to be under serious consideration yet in the Bush administration or Congress. The reason is not quite clear.

I'll tell you what the reason is. It is that the owners of the bank shares are running the show, and they are writing the rules for themselves, not the rest of us (and clearly not short-sellers, who correctly predicted the values of those bank shares, and have now been decimated).
