The government agencies are ordered or just decide to cook the books on some indicator or rewrite the parameters of some indicator so that we won't be giving the people any 'bad news'. Has been in place for years in the inflation statistics. The true value is now calculated pre-creative change or just quoted as about what Europe's figure is more or less.
