Looks like Citi's new Chairman really knows his stuff -- oh wait! Haven't we heard this one before?
Citigroup's new chairman says that if the US government took bad assets off bank balance sheets, banks might be able lend more money.
This hasn't worked so far. Why should we expect anything different now?
