The problem is that government didn't drink the Koolaid; If they had they would have just died. What they did was start taking the Heroin. That's right they started mainlining pure money, straight from the dealers. Now they're hooked & like all addicts they couldn't quit if they wanted to. Mystery clue #1, they don't want to.
