There is no basis for the assertion that such restriction is to protect and preserve the constitutional currency for the benefit of the nation. There is absolutely nothing in the Constitution or other statutes which even claims to give Congress the power to "restrain the circulation of money" not issued under its own authority, ie: private coinage and currency. Therefore, the assertions by Anne Tompkins have no basis in law whatsoever. We can only surmise that they were pulled out of some imaginary hat, or maybe out of somewhere else.''
