This illustrates beautifully what I mean about the problem with government not being a left/right "big government vs. small government" issue. It's about accountability and whether government is really being run in the interests of the people, doing what it's supposed to. Things should be supervised locally and done (read: funded) on a more local level unless it is absolutely impossible to do so.

But it's somewhat pointless to debate politically, because it will start happening more and more out of necessity. Watch for government to come down hard as others (inevitably) try to copy this... they will say it is "unsafe" for volunteer citizen associations to repair public infrastructure (even though the infrastructure being in disrepair is obviously the most unsafe situation)...
