Most likely the major reason that wages remain low even though hiring/unemployment are "good" are because the shrinkage of the labor force means that there is a "reserve" of unemployed people not really counted as unemployed -- but they do trickle into the labor force when the opportunities are there, thus suppressing wages... they would also suppress overall inflation because (being unemployed) they are not big spenders.
