The European Union is drawing up plans to criminalise charities, volunteers or holidaymakers who help migrants arriving on Greek islands.
It is part of a drive to seal the border between Greece and Turkey as fears grow that EU policies to stem the flow of migrants, driven by governments such as Germany, are undermining international law on refugees.
