``Under the law that hands the president so-called fast-track authority on trade pacts, Trump must give Congress 90-days' notice that he intends to revise an existing agreement. Before starting talks, he must lay out the administration's goals and consult with key committees in the House and Senate. "Hopefully sometime in the next couple of weeks we will be issuing the 90-day letter," Ross told reporters Friday after meeting with Mexican Economy Secretary Ildefonso Guajardo Villarreal in Washington.
