"The Localism Bill will allow social landlords to introduce fixed-term tenancies and give councils the freedom to set waiting list criteria. It will reform the council housing finance system, scrap regional building targets and shift more power to local authorities. The bill paves the way for the introduction of elected mayors in 12 cities and also promises greater powers for people to hold councils to account."
